Man arrested for DUI while driving son

A Pikeville man was charged with second-offense DUI Saturday after allegedly driving with his three-year-old son unrestrained in his vehicle.

According to the arrest citation by Kentucky State Police Trooper Derek Sturgill, the officer observed Joseph Phillips, 39, driving on the Left Fork of Island Creek with the child unrestrained about 7:10 p.m.

Phillips, the trooper wrote, had thick speech and had white powder in his nostril.

Court documents said Phillips told the officer he had snorted a Lortab earlier and admitted to receiving a dose of methadone from the clinic in Pikeville earlier in the morning.

Phillips declined a blood test, the citation said, and was lodged in the Pike County Detention Center, where he was charged with DUI (second offense), failure to use a child restraint device in a vehicle and traffic charges.
